I will be lenient on who drafts the framework. What counts is that they are authorized by the relevant authorities that would have to implement it. And the type of confederation isn't limited either, a united kingdom, a republic, a personal union, or a confederation of nation substates with varying governing heads, whatever. But must be comprised of at a minimum of three currently existing Nordic countries.
