Background

China's National Energy Administration unveiled a three-year plan to double the service capacity of the nation's electric vehicle charging infrastructure by 2027, aiming to accelerate the construction of high-quality, efficient and inclusive charging networks to meet the needs of more than 80 million electric vehicles nationwide. China aims to exceed 28 million EV charging facilities and support over 80 million EVs by 2027, up from 16.1 million chargers in June 2024. As of the end of September 2025, China had 18.06 million charging facilities, representing approximately 64% of the target with roughly 27 months remaining.

Considerations

The plan specifically calls for accelerating the construction of high-power charging facilities in key cities and highway service areas, with the goal to install 1.6 million new DC fast chargers in urban areas by 2027, including 100,000 high-power chargers. At least 14,000 new DC chargers will be installed in townships currently lacking public charging options, ensuring full coverage in rural regions. The target encompasses both public and private charging infrastructure, including residential chargers and automaker-operated networks.
