I was surprised to learn that UIUC (abbr. for the University of Illinois Urbana-Champaign) has never appeared in any daily New York Times crossword, since most legit or semi-legit four-letter entries have! (The much clunkier YALEU has appeared five times...)

General policy for my markets: In the rare event of a conflict between my resolution criteria and the agreed-upon common-sense spirit of the market, I may resolve it according to the market's spirit or N/A, probably after discussion.

I expect it's that it hasn't come up because it's not an acronym that comes readily to mind, and if you were a human building a crossword trying different permutations, you wouldn't necessarily think UIUC was a real thing unless you had heard it before.

@BoltonBailey The large number of vowels is also kind of strange. And it's not terrible to guess.

Ooh, this is surprising

I just looked up IUPUI and that doesn't have any hits either
