The rider must actually 'officially' wear the jersey at some point in time, either in the award ceremony at the end of a stage or in the following stage.

In the 2024 edition, only 3 riders wore the yellow jersey.

The first week of the race could feature multiple riders getting the yellow jersey.

As of the end of Stage 6 Merlier is 55 mins down, and Milan is 49 mins down - so I'd like to propose that these options could be safely resolved now.
