So 46 laps counts as DNF or is it enough to be classified? Can't remember rules on this.

Norris was classified 20th in Austria rather than DNF as he completed over 90% of race distance. 90% of 51 lap race is about 45.8 laps. Did Stroll do that much?

@ChristopherRandles I would count it as 4 drivers not making the finish line, and not finishing. They are also listed in the results as DNF

@DistinctlySkeptical This ignores the fastest lap point. The official F1 app and standings show Norris scoring 16 (15 for 3rd, 1 for fastest lap) and Verstappen scoring 8 (for 6th). This should resolve YES

@AnonPlz True, thanks for the reminder, he did get the 1 point for fastest lap, 16 to 8. Didn't figure it would come down to fastest lap point, but it did.

@DistinctlySkeptical It was not specified anywhere because it wouldn't be, the fastest lap point is included for this question, it's about all points scored during the race, and as per https://www.formula1.com/en/results/2024/races/1244/italy/race-result Norris got 16 points, Verstappen 8, so Norris got 8+ points over Verstappen so it resolves YES.
The origin of the question is about the difference in the world driver championship between Norris #2 and Verstappen #1. Where Norris has to score an average of 8 points more than Verstappen per race to win the world driver championship.
