*Zoo Atlanta has pandas now, but they are due to leave in 2024. For Atlanta to qualify for a YES resolution it would have to lose the pandas amd get new ones.

It sounds like San Diego is still far ahead - they still have their previous panda enclosure, and expect to receive two pandas by the end of the summer.
