  • No longer controls any territory

  • Does not organize a significant number of terrorist attacks

  • Is not a significant political party everywhere.

Looking for a standard for eradication similar to how ISIS were eradicated. That is, Hamas might still exist on paper, but they need not to matter anymore.

Clearly no. Hamas still significantly controls Gaza

"Is not a significant political party everywhere" - I think this is unlikely given the heavy presence the organization has in the West Bank
