If one NATO country sends soldiers to fight (but Article 5 is not activated), others are likely to follow and Article 5 will likely be activated, which some will refuse.

do the soldiers have to be involved in combat operations or is the intention to fight sufficient? (e.g. when occupying quiet sections of the front on the Russian border)
