By "in the US" do you mean anywhere throughout the US, or would only one particular region of the US count as a YES? I'd be Tesla's pretty close to hitting this criteria in and around Palo Alto, but the US at-large is a different story.

What do you think it's currently at? I'm surprised it currently requires human interaction for more than 3% of drive time.

How would you measure the percentage of human intervention?

@MitchLindgren by time in sec, minutes, hour. say from point a to point takes 30 minutes, means no more than (30 x 60 min / .03) = 54 seconds human intervention.
