How do you determine the winner and loser?

• By the electoral votes defined by who is called as the winner of the popular vote in each state?

• By the electoral votes actually cast by each state?

• By the electoral votes certified by Congress?

• By whoever sits in the Oval Office after January 20?

This is America were talking about. These things need not all be the same.
