The standard for "having learned quantum mechanics" is a place where subjectivity might creep into this. There must be at least some understanding of the Bell inequalities, density matrices, and the Born rule.

  2. Why is there the ability for users to add new options? This makes it possible for someone to add new options that eat into the probability of the existing options.
