Minor changes to the name, such as using "GPT4.5o" instead of "GPT-4.5", are acceptable when determining the release. If the model has an anthropomorphic name like "Orion" but is still referred to as GPT4.5 by OpenAI in communications, that also would be acceptable.
To count as released, the model must be publicly accessible. waitlist signups where only a portion of the general public has access by some date is sufficient for a YES resolution.
If it is available through some API only this counts as a release.
