I will take an expansive definition of "transgender" for this question, including nonbinary people and anyone else who's significantly gender non-conforming. ("Significant" is a relevant word here; JD Vance doesn't count just because he wears eyeliner.) Whether they identify with the word "transgender" is irrelevant.
People who are in the process of detransitioning, or on the fence, still count. People who were trans years ago and present completely cis now do not count.
@thepurplebull The timing is dramatic in retrospect (like the Jezebel article!), but I’m skeptical that someone competent enough to escape so far would take the risk of delaying a clear shot for that reason. Possible clarifying facts: whether the rooftop was within clear listening distance or whether the shooter needn’t have waited very long before the question was asked.
